It is the same sort of thing that is being done on a daily basis at the present time. Perhaps we are not doing a very good job of it. but it is being done. With respect to the claim of the gentleman that my amendment which brings us to the two tier system is going to wipe out the possibility for 70 percent of all illegal aliens of the United States being here. I must respond that the gentleman must have some knowledge that is far greater than anybody else that I know. because that assumes you know how many are here illegally. how many have come in since 1980 and that somehow the amount that has come in since 1980 are 70 percent of the entire total. Nobody knows that.
