Mr. Chairman. I yield myself 2 minutes. Mr. Chairman. the question of the requirement that one who becomes legalized will not become a ward of the State or welfare ward is merely putting that individual or those individuals who qualify under the legalization program under the same footing as those people who are not waiting in line in countries around the world to come to the United States under the regular immigration program. We put a requirement on them that they not become charges of the State. We require a sponsor if that is what is necessary. It seems to us that if we are going to be making an exception with respect to those people who have been here for a period of time illegally because we think it is proper and just. we ought to at least make them come up to the same standards as those individuals who have been following the law in country after country. continent after continent around the world.
