Ordinarily I would be pleased to seek a regular rule and have this bill fully debated and amended because I know that there is such strong support for it. But let me remind my colleagues that we are well past the midway point in our session this year. We have already been in session 62 days and only have about 50 days left. In those 50 days we will have to do 11 appropriation bills. the immigration bill. the bankruptcy bill. and many other bills. I am afraid that if we do not pass this bill today we may not be able to get the time on the floor that we need to enact it. And.
