Should their aggressive efforts succeed in the long run. the Congress may be faced with even more difficult decisions. Central America is a vital region that matters to us. It sits astride vital sealanes and the strategic Panama Canal. A Communist takeover in Central America would be a disaster for our country. The struggling democracies in the region would fall one by one. Millions of refugees would flood into our country. Our southern flanks would be vulnerable. I think that we can all agree that our Nation has interests in that strategic region which is so close to our shores.
