Session #98 · 1983–85

Speech #980182757

It is no longer a legislative body. It is a partisan political body. We have a House in which it takes months and sometimes years to get the time on this floor to consider legislation needed to fight crime or improve immigration laws. but when someone in the majority feels the itch to partisanly attack the President. the time is made available in a matter of hours. and even moments. We will spend practically this entire day playing politicswith rules. with foreign policy. with deficits. and with budgets. Count the number of times today if you will. that partisan attacks are launched on the floor.
