I have spoken to this House on a number of occasions about one Soviet refusnik. Boris Dekhovich. whom I had "adopted." Last fall. Boris finally received permission to emigrate with his family to Israel. After the Dekhoviches left the Soviet Union. the MinnesotaDakotas Action Council for Soviet Jewry provided me with the name of Vladimir Livshits. a Soviet Jew who seeks to emigrate. The Soviet Government in February refused to accept my petition on behalf of the Livshits family which 88 Members of the House had signed. I shall continue my efforts on their behalf. however. as I know many other Members are working on behalf of other Soviet Jews.
