After a worldwide protest. his mother was finally allowed to visit him. As we are all painfully aware. there has been a record drop in the number of Jews permitted to leave the Soviet Union during the past few years. a situation which has corresponded with a decline in relations between the United States and the U.S.S.R. I would urge the Chernenko administration to affirm its commitment to the Helsinki accords and signal its desire to improve relations between our two nations by permitting an increase in Soviet Jewish emigration so that Soviet Jews may finally be reunited with their families in Israel. To this end. there could be no more dramatic symbol of Soviet support for basic human rights and of the beginning of a new era of freedom in the Soviet Union than the granting of exit permission to longtime refuseniks like Anatoly Shcharansky.o
