I would urge the Chernenko administration to affirm its commitment to the Helsinki accords and signal its desire to improve relations between our two nations by permitting an increase in Soviet Jewish emigration so that Soviet Jews may finally be reunited with their families in Israel. To this end. there could be no more dramatic symbol of Soviet support for basic human rights and of the beginning of a new era of freedom in the Soviet Union than the granting of exit permission to longtime refuseniks like Anatoly Shcharansky.o
