March 15. has been designated International Day of Concern for Soviet Jews so that those of us who continue to work for the right of hundreds of thousands of Soviet Jews to emigrate can display our solidarity with their cause and bring it to the attention of the world. Todays date is particularly significant. as it marks the eighth anniversary of the arrest of Anatoly Shcharansky. the internationally respected Soviet Jewish humanrights advocate. Mr. Shcharansky first applied for permission to emigate in 1973 and was refused on the grounds that he had access to classified material. In May 1976.
