Speaker. I join my colleagues in recognizing this day as International Day of Concern for Soviet Jews. I. too. deplore the manner in which the Soviet Government routinely disregards basic human rights by restricting the emigration of Soviet Jews. I further protest the pervasive antiSemitism and unrelenting harassment of Jewish culture and religious expression in the Soviet Union. As a member of the Congressional Human Rights Caucus and the International Parliamentary Group for Human Rights in the Soviet Union. I am committed to doing all that I can to help Soviet Jews in their attempts to obtain permission to emigrate to Israel. I applaud my colleagues and other interested organizations for their diligent efforts. Those of us who have been involved in this cause realize that successes are few and disappointments many.
