Speaker. I am pleased that we in the Congress are taking time today to pay tribute to the thousands of Soviet Jews who are denied basic freedoms in the civilized world. I am gravely concerned. however. that another year has passed without a change in Soviet policy toward those of the Jewish faith who wish to emigrate. Instead. the Soviet policy of harassment. ostracism. and denial of basic human rights for Soviet Jews continues. Many of us have written letters to Soviet officials on behalf of individuals who have been repeatedly denied exit visas. or who have been wrongly persecuted. imprisoned. and repressed. Our letters continue to go unanswered. our requests continue to go unfulfilled while fewer and fewer people are permitted to leave. Yet. by taking time on this day to call attention to the plight of Soviet Jews.
