Mr. Speaker. I rise today to join my colleagues in a special order marking March 15. 1984. an "International Day of Concern for Soviet Jews." A great tragedy has befallen the Jews of the Soviet Union. In 1983. only 1.315 Jews were allowed to emigrate from the Soviet Union. the lowest total in 20 years. and a 98percent decline since 1979 when 51.320 Jews left the Soviet Union. There is a new and frightening wave of antiSemitism in the Soviet Union. The Soviet statesponsored antiZionist committee is attacking Jewish cultural efforts with a new vengeance. The Soviets are attempting to make the practice and observance of Judaism illegal.
