We must reaffirm our commitment to those basic freedoms on which the Helsinki accords restthe right of the individual. the right of human dignity. and the right to individual freedom. All of these are being denied Igor Ogurtsov. injuring his good health. I am calling on the Soviet Union to end the imprisonment of Igor Ogurtsoy. He has suffered too long for a crime he did not commit. If Igor Ogurtsov betrayed anything. it was the Soviet Unions determined effort to quash all public dissent and to lower human dignity and freedom to the lowest degree. Igor Ogurtsov must be allowed to emigrate to the West. We cannot ignore the plight of Igor Ogurtsov. We must speak out for the rights of those being persecuted in the Soviet Union.e
