Mr. Speaker. the Subcommittee on Western Hemisphere Affairs. particularly the chairman. Mr. BARNES and its ranking minority member. Mr. LAGOMARSINO. should be commended for acting expeditiously to bring House Concurrent Resolution 196 before the House. At this time Mexico. our neighbor to the south. is confronting major internal economic difficulties and is the principal source of illegal immigration to the United States. As this is basically a "people" problem. the author of this resolution. Mr. KRAMER. has appropriately brought to the attention of the Congress and the executive branch the suggestion that a collaborative peopletopeople program should be established between the United States and Mexico.
