In the year ending September 30. border guards seized over 2 million illegal aliens. a 40percent increase over the previous year. As these numbers indicate. illegal immigration is a national crisisand the time has long since passed for this Congress to take action. And yet. Mr. Speaker. for reasons that are purely partisan. you have refused to let the House even debate Immigration reform legislation. You have claimed. Mr. Speaker. that the Reagan administration would veto an immigration reform bill passed by this Congress. In fact. the administration has consistently stated its support for immigration reform legislation. and has been negotiating with Congress to achieve an acceptable compromise. Mr. Speaker. you have stated correctly that the power of the Speaker is the power to schedule.
