Government than to let it be known to the rest of the world that if you want to come here you must first obey the laws of our land? It is inconceivable to me that such a basic attribute of nationhood would even be controversial. More important. it must be queried as to what the effect of inaction on immigration reform legislation will be on international perceptions. The conscious. deliberate decision by the Speaker of this House to do nothing to regain control over our borders is likely to communicate the message that we will continue to allow the likes of Hanoi. Fidel Castro. and the Ayatollah Khomeini to determine who will come into this country. Mr. Speaker. our current nonpolicy is neither an adequate nor an acceptable response from a nation that prides itself on the integrity of its laws. It is time to allow this House to take upon itself the role of constructing an immigration policy in the national interest.
