I rise to speak in opposition to this amendment and I do so because what we are being told is that we have to take out $1 billion. I gather that is the figure. although I am not certain as to the exact amount. that the House has added for some very worthwhile programs. As I understand it. the programs are in the field of vocational education. adult education. community services. education for the handicapped. rehabilitation services and handicapped research. education for immigrant children. higher education. community health centers. technical institute for the deaf. Gallaudet College. job training. emergency shelter for the homeless. and I am not sure what else. The argument that is being made is that if we do not take it out the fellow down the street may veto the bill.
