President. I speak now not to Members in this Chamber but to our friends in the other place who have been resistant to our legislation. Something important has happened in the interval between last years bill and this years bill. and that is the greator the momentous decisionI will leave to historians the judgment of whether or not it is greatknown as Immigration and Naturalization Service against Chadha. which was handed down by the Court across the park there just this year. And the essence of the Court finding was that the Constitution provides very direct provisions by which laws are made or unmade. that is. a bill comes to the floor of this body and the House of Representatives. is passed on the floor. and there is nothing in the Constitution about the conference committees. I do not believe. but at one point or another. an identical bill is passed and the bill goes to the President.
