Even though they are known to have committed felonies. the judges might take the position that since they may not have committed a felony in this country. we cannot continue to hold them. and they will have to be released. If we cannot send them back to Cuba. there is no place for them to go except the streets of America. That is not a desirable situation. It is a perversion of this countrys very generous immigration policies. and it is an indignity that has been heaped upon the United States by Fidel Castro. So there is ample justification. in my judgment. to seize on this opportunity and try to bring about a resolution of this problem. I am very pleased to join as a cosponsor of this amendment.
