I wish to bring to the attention of my colleagues the selection this week of a Hawaii citizen. John Henry Felix. to receive the highest award bestowed by the International Red Cross. the Henry Dunant Medal. Mr. Felix was chosen as the recipient of this medal. which is awarded for exemplary service and devotion to the cause of the Red Cross. on the basis of his 35 years of international humanitarian service. He has led Red Cross activities in Vietnam. Laos and Cambodia. and has aided in the repatriation of several thousand Indochinese refugees. In the Pacific Basin region. Mr.
