A rotating chairman would not only be what the original commissioners had in mind. it would also eliminate what my research reveals to be a clearly unique situation in the history of bipartisan Commissions created by Congress. The work the Helsinki Commission staff concerns matters of great importance to our Government and to the many American citizens who themselves monitor the East blocs degree of compliance with the accords. Issues of travel. family reunification. and suppression of human rights are central of the Commissions casework. They are in a fundamental sense beyond politics. And that is the way that the Commission itself should be structured.
