Mr. Speaker. I was gratified to learn that H.R. 1510. the 27394 co Immigration Reform and Control Act of 1983. will not be brought to the floor. The bill is highly controversial and is opposed by a host of civil rights. civil liberties. and religious organizations. On behalf of the Congressional Black Caucus. I commend the courageous action of the Speaker. The bill authorizes criminal penalties for employers who hire people who are in this country illegally. The theory is that these employer sanctions will reduce the demand for illegal workers and that. once the word gets out that there is no opportunity for economic improvement in this country. illegals will stop coming here.
