The pressure is going to be out there and it is going to grow and grow such that at some point in time this Congress is not going to be able to hide behind the rubric of a Presidential veto threat. the rubric of no national constituency and my fear is that at that time. Mr. Speaker. we will pass a bill that we will be ashamed of. We will pass a bill that will cutoff immigration. We will pass a bill that will not be generous in terms of legalization and we will pass it because the American people demand that we do something about a problem that this House refuses to even acknowledge.
