I join my colleagues today on this special order as we reassess the state of United StatesSoviet relations in the wake of the callous destruction of KAL 007 and the murder of 269 citizens of several nations. I am particularly disturbed by this action and what it will mean for the future of human rights. in particular. what it will mean for Soviet Jewry. This Congress and this Nation must maintain our strong commitment. and unbending support for the rights of Soviet Jews to emigrate freely. This is one of our highest priorities in our dealings with the Soviet Union. Mr.
