Palestine was to be divided into an Arab State and a Jewish State delineated by boundaries noted in the resolution. The two States would be joined in an economic union. And Jerusalem would be an international city under U.N. protection. despite its Jewish majority. The Jewish agency. the Zionist agency which had organized much of the Jewish emigration into Palestine up to that point. and which was generally recognized internationally as the authority entitled to speak for the Jewish community in Palestine. accepted the plan so laboriously worked out at Lake Success. N.Y. in November 1974 by U.N. mediators. The Palestinian Arabs. however. rejected it.
