Mr. President. I am most pleased to join with the ranking member of the Subcommittee on Immigration and Refugee Policy. Senator KENNEDY. and other colleagues in offering an amendment to the Department of State authorization bill to increase the funding earmarked for the migration and refugee assistance account by the sum of $10 million in order to provide additional humanitarian aid for displaced persons in El Salvador. Two fine and very capable members of the staff of the subcommittee which I chair on immigration and refugee policy. Dick Day. chief counsel and staff director. and Jerry Tinker. minority counsel. traveled to Central America this month to study the refugee and displaced persons problems in that very troubled part of our hemisphere. The staff report filed with the subcommittee describes thoughtfully and realistically the dimensions of the displaced persons problem in El Salvador and the critical need for additional humanitarian assistance10 percent of the population has been displaced from their homes by the conflict. the violence. the anguish and the economic problems which beset that nation. Among the various assistance programs which our Nation funds is a displaced persons work project sponsored by the Agency for International Development (AID) which is providing employment for tens of thousands of displaced persons.
