Session #98 · 1983–85

Speech #980095354

I will discuss those categories of aliens that are covered by the pending legislation and not covered by Public Law 97377. I believe the Committee on the Judiciary appropriately recognized that compelling policy considerations justify excluding these narrowly defined groups from the alien disqualification. Public Law 97377 excludes from access to legal services immediate relatives of lawful permanent resident aliensrelatives who have pending applications for permanent resident status and wish to contest action or inaction of the Immigration Service. The relatives H.R. 3222 protectsand Public Law 97377 overlooksare parents. spouses. and unmarried sons and daughters (under age 21) of lawful permanent resident aliens. Depriving these aliens of legal representation will directly and adversely affect the rights of their immediate family members with lawful permanent resident alien status in the United States.
