After a 1977 Soviet television broadcast labeled him and others as "Soldiers of Zionism." Shcharansky courageously began a series of legal attempts to demonstrate that Soviet authorities had broken their own laws which prohibit antiSemitism and slander. He took authorities to the Peoples Court. Shcharansky also had the courage to take seriously the Soviet Unions legal obligations under the Helsinki accords. He. along with several other dissidents. joined together to form a public action group for the implementation of the Helsinki agreement in the U.S.S.R. Taking the Soviet provisions of law guaranteeing freedom of speech seriously. he began to serve as unofficial spokesman for the Jewish emigration movement. Soon after he became a member of the Helsinki Watchdog Committee in 1976. the KGB increased their pressure against him. Beginning in March 1977.
