Mr. Speaker. I rise today in recognition of Anatoly Shcharansky. who has today reached the halfway point in his cruel and unjust sentence of 13 years in Soviet prisons. Shcharanskys sentence contradicts even minimum international standards of justice. he sought only to work and speak out for the right of emigration of Soviet Jews and the right to live out the lives of their forefathers. It is. then. our duty today to restate our outrage at this continued moral travesty. I commend Gov. Mario Cuomo for his recognition and designation of September 15 as "Shcharansky Day" in New York State and hope that his leadership in the field of human rights becomes a model for all public officials.
