Session #97 · 1981–83

Speech #970226783

They at least have brought out into public debate and addressed some fundamental issues related to the historical traditions of this country. one which is a melting pot of minorities who traversed the oceans in order to find freedom and a better opportunity in this land. I hope that we will never roll back those traditions. even though some limitations obviously are necessary. Mr. President. my basic concern about the legislation is that it will not solve the basic problems of migrant labor from Mexico. principally. and from Latin America in general. That is a problem that will continue to be with us. Some of us would think of it as an opportunity instead of a problem.
