Speech #970226760

Mr. President. I rise in opposition to S. 2222. the Immigration Reform and Control Act of 1982. Although I believe that immigration is a serious problem. I cannot support this bill. Before I state why I am opposed to this bill. I would like to express my sincere admiration for the Senator from Wyoming. Senator SIMPSON. for his hard work and dedication. I want it to be clear that my opposition to this bill should not be viewed as a reflection on his efforts. I am opposed to S. 2222 primarily for two reasons. First. I am opposed to the changes S. 2222 would make in the H2 program.
