Session #97 · 1981–83

Speech #970226754

Mr. President. I will vote for S. 2222. "The Immigration Reform and Control Act of 1982." But I do so with certain reservations. Immigration reform is long overdue. The 3 to 6 million illegal aliens in the country today demonstrate that our immigration laws are clearly inadequate. However. there can be no denying the contributions that immigrants have made to our Nation. and as a Senator from New York I can particularly appreciate these contributions. Nathan Glazer and I wrote in "Beyond the Melting Pot" that New York. after all. is a merchant metropolis with an extraordinarily heterogeneous population. composed of immigrants and their descendants. The first shipload of settlers sent out by the Dutch was made up largely of Frenchspeaking Protestants. British.
