Speech #970226746

S. 2222. is so completely insensitive to the needs of California and southwestern agriculture that I am not able to vote for it in its present form. The more than 200 crops in California alone. with different harvest seasons. the laborintensive nature of the work involved in caring for these crops and gathering them. the need for workers to work in large numbers over short periods of time and then move onall these unique characteristics of California agriculture make the H2 program contained in S. 2222 totally unsuitable for most of our labor needs. On top of this there is the inhumane and ruthless treatment by INS officers of agricultural workers of Mexican descent. whether American citizens. aliens. or illegal aliens. who are swept up with total disregard for their civil liberties and total disregard of the property rights of farmers and orchardists. I earnestly hope. Mr.
