Session #97 · 1981–83

Speech #970226732

I have just a few brief questions for the distinguished manager of the bill about the preference for investors in section 202(a)(1) of the bill. It is my understanding that the bill amends section 203(b)(3) of the Immigration Act to provide a statutory preference for immigrants who invest at least $250.000 in this country in an enterprise that will provide at least four fulltime Jobs. The immigrants must also be a principal manager of the enterprise. What are the policy reasons behind this kind of a preference? Do you think that it is sound policy to provide a preference for which only wealthy individuals can qualify?
