Session #97 · 1981–83

Speech #970226669

It merely insures that those individuals who have full knowledge that they are breaking the law will be forced to comply with the law. This amendment helps to accomplish our overall goal in the most efficient and equitable fashion without the imposition of the bureaucratic quagmire which I could easily foresee occurring were the Federal Government to start trying to monitor successfully the 70 million job transactions occurring in this country every year. I know that this amendment is not the perfect solution to all our immigration and discrimination problems. As I have repeatedly stated. I am opposed to the concept of employer sanctions generally. on the premise that they cause unreasonable burdens on our employers while discriminating against American citizens of alien heritage. I believe this amendment is the most workable solution. however. and can make substantial inroads into stopping illegal immigration. My very real fear with the current provisions in S. 2222 is the devastating effect I feel enactment of these provisions would have upon the future ability of Hispanics in my State and other border States to obtain employment. It would indeed be a tragedy if the upwardbound mobility of this sector of the population was suddenly set back several decades because employers would simply refuse to hire anyone with an alien surname or a foreign appearance.
