The time to debate. discuss. and vote on this issue is now. The people of Florida have lived in fear and without aid long enough. It is time now to offer protection to Florida and all the other States that could face a sudden and massive influx of undocumented aliens. If the President is to deal effectively with an immigration emergency. he must have expanded authority to restrict travel and close ports. harbors. and airports. He must be able to redirect vessels. In short. the President must be given all the tools by which he can assure American communities against a loss of security. stability. and safety that is sure to follow a mass immigration. As I drove through one of the communities in south Florida not long ago. I passed a church that had on it a sign with the words. "Why has the United States Government abandoned Miami?" I reiterate the question.
