Session #97 · 1981–83

Speech #970225622

Mr. President. I rise in support of Senator Kmvmmys amendment to the the proposed Immigration Reform and Control Act. A provision of the bill would require foreign students to return to their home country for 2 years after completing their studies before they could become eligible for immigration to the United States. It is this provision that Senator KENrEYs proposal would amend. The provision is intended to limit the "brain drain" from developing countries into the United States. In effect. however. it is more likely merely to divert talented individuals away from United States employment and toward jobs in Europe and Japan.
