Any such limitation would be arbitrary and not based upon any thoughtful review of the needs of industry or the academic world. The revised amendment I am offering establishes a ceiling of 5.000. requires a thorough and independent review of the program. and restores the existing law on the standards contained in the first and second preferences on the admission of professionals in the new independent immigration category.*
