But I would say that each year we extend the date we include about 500.000 additional human beings. and when we do that then the local governments have serious reservations and complaints. Let me say this. Of all the immigration laws I have studied and which have been on our books through our history. this is the most generous legalization date we have ever had. In fact. the old method was to have a registry date. which was sometimes 15 years back. This is the most generous date which has ever been proposed in any statute of our country.
