I find myself in a very uncomfortable position. debating this issue in opposition to my beloved colleagues on the Democratic side of the Senate Chamber. But before proceeding. I think a few items should be clarified. This is not the first time we have appropriated moneys without authorization. As many Members are aware. I was chairman of the subcommittee for many years. I can recall at least two occasions when we appropriated huge sums of money for the migration and refugee programs covering Indochina. and this was a new program. The authorizing committee. the Foreign Relations Committee. for reasons of its own. had failed to act. An emergency was upon us. and on two occasions we appropriated millions of dollars.
