Since that time. extensive talks have been held under the auspices of the United States to encourage Turkey to withdraw its troops from Cyprus. facilitate the establishment of a free and independent government on Cyprus. and allow refugees to return to their homes. When Congress agreed to lift the remaining partial embargo against Turkey in 1978. it was with the expectation that this action would encourage a settlement of the conflict. However. 5 years later. the situation on Cyprus remains substantially unchanged.
