Session #97 · 1981–83

Speech #970191190

I thank the gentleman. and I certainly give the gentleman my assurance. My understanding clearly is that refugees are not to be moved into the United States for resettlement without the kind of screening abroad by INS which the gentleman describes. I would like to say to the gentleman from Wisconsin with whom I traveled to Europe in the latter part of last year and the first part of this year. that there are facilities in Galang. Indonesia and in Bataan. the Philippines. which are suitable for the very purpose the gentleman from Illinois is discussing. So that the fact that this might permit a new settlement strategy in the United States does not mean that existing facilities abroad which lend themselves to intensive language training and job placement training should not be used.
