In the case of Israel. for Russian and other Eastern European immigrants. Israel is not the country of first asylum. They first go to Austria or some other place. and then are transferred to Israel by their own choice. I would like to have some assurance from both the gentleman from Kentucky as well as the gentleman from Illinois that there will not be any change in policy should we establish these resettlement camps. that our INS will still be able to screen applicants for entry into the United States in their country of first asylum and decide who is entitled 4o come here and who is not.
