There are other areas where greater efficiencies can be achieved. One example is passenger clearance. Under the current system. every single passenger arriving by boat or plane is checked or interviewed by a customs inspector. Sometimes bags and passports are checked separately and a further check by a Department of Agriculture official is also possible. Of course. if the passenger is not a U.S. citizen. a separate clearance by an immigration officer is required. Numerous studies have shown that a more selective system of processing passengers can improve efficiency without significantly affecting the number of violations discovered by customs inspectors. An important area for cost savings is overtime.
