It has caused some officials in Florida to offer incentives to emigrees to move to New Jersey and other States which will continue to provide benefits under a Statesupported general assistance program. This could cause a significant second wave of migration that would further drain State resources. In fact. a second wave of migration has already begun to occur. The Federal census estimate of the 1980 immigration wave was 8.000 persons. yet State and local officials currently report 25.000 Cuban and Haitian emigrants. New Jerseys county welfare officials list 9.300 entrants currently on public assistance. Those numbers will swell under current Federal policy.
