Mr. President. I regret that the emergency supplemental budget before us today fails to recognize the important strains placed on many communities by sudden increases in immigrant populations. In the case of many of those communities the population surges came as a direct result of Federal actions. While this is not the time to examine the wisdom of those policies. this is the time to note the consequences. Two States. in particular. have been substantially impacted by the recent influx of Cuban and Haitian refugees. New Jersey is second only to Florida in the number of entrants it has resettled: Hudson. Union. and Essex Counties are the second. fifth. and seventh highest impacted counties in the country.
