Mr. President. those of us who signed that letter. both Democrat and Republican. agreed that this increase of $26 million was the minimum acceptable figure needed to mount a serious fight against drug trafficking. The final agency where I believe we need to increase our resources is the Immigration and Naturalization Service. By an increase. however. I am merely suggesting that we return staffing to the levels authorized for 1981. We know that immigration programs have not decreased since then. In fact. today. the Senate Judiciary Committee is marking up a new immigration reform bill. a bill that places great emphasis on enforcement of the immigration laws. This bill. introduced by Senator SIMPSON. calls for increases in the staffing level for the border patrol. Furthermore. as I mentioned earlier last year. Congress authorized increases in other areas. such as investigations and inspections. I come from a State which has firsthand experience with the effects of uncontrolled immigration. and I want my colleagues to know that none of us can afford the turmoil and controversy that illegal immigration creates. We may soon have a new law on the books. I want to make sure that we have the resources to enforce that new law.
