I support House Joint Resolution 230 imploring the Soviet Union to allow Dr. Semyon Gluzman and his family to emigrate to Israel. Dr. Gluzman is a leading medical physician and has been persecuted because he has refused to cooperate with the KGB in certifying human rights advocates as mentally ill. Once again the Soviet Union is disregarding its international obligations. including the Helsinki Final Act. We cannot allow the Soviets to play a double standard in the human rights field. We must hold them accountable for their illegal actions. The Soviets should immediately release Dr. Gluzman and allow him and his family to emigrate.*
