He was arrested on charges of being a Zionist propagandist and an antiSoviet agitator. He has been imprisoned since 1972 for a 10year term. but Dr. Gluzman remains incarcerated and his family continues to be denied an exit visa. Yuli Kosharovsky lost his job as a radio electronics engineer because of his desire to leave the Soviet Union for Israel. His family has been the constant target of harassment. and Yuli and his wife have been denied employment opportunities. In both cases. the Soviet authorities have violated the United Nations International Covenant on Civil and Political Rights. the Final Act of the Conference on Security and Cooperation in Europe. the Charter of the United Nations. and the Universal Declaration of Human Rights. It is my hope that our support of these two important resolutions will strenghten the U.S. resolve to assist the thousands of Soviet Jews. who like Dr. Semyon Gluzman and Yuli Kosharovsky. have been illegally denied their right to emigrate to Israel and remain separated from their friends and families by political boundaries. Attention must continue to be directed to the inequities of the Soviet emigration system so as to improve the conditions of Dr. Gluzman and Mr. Kosharovsky. and the many other Jewish refuseniks who are subjected to constant harassment and unfounded criminal charges.
