It is critically important that we in the United States continue to express our solidarity with the effort for individual freedom in the Ukraine. and I am proud to be a part of that effort. We also are considering today two resolutions. House Concurrent Resolution 218 and House Joint Resolution 230. calling on the Soviet Union to permit the emigration of two men who have been leaders in the fight for an end to Soviet oppression. Mart Niklus is an Estonian scientist who has been denied permission to work in his profession as a biologist and zoologist and has been dismissed from his job as a language teacher because of his attempts to promote Soviet compliance with the Helsinki accords in Estonia and all the Baltic countries. For 22 years Mart Niklus has been harassed by Soviet authorities.
