An Immediate solution to the Cyprus issue that is fair to both Greek and Turkish Cypriots. is thus. the only way to insure a firm and unified NATO security presence a presence which is an essential element. in our strategic concerns in the eastern Mediterranean area. In addition to the international tension created. the blatant abuse of human rights in Cyprus must be of deep concern to us. Turkeys cruel and inhuman actions. the dislocation of Greek Cypriot refugees. and the underlying uncertainty that instills a sense of fear within the Cypriot population must not be allowed to continue. A peaceful settlement of this conflict in which the Cypriots are allowed to return to a safe and harmonious way of life. would lend strength to the cause of human rights throughout the world. With these views and goals in mind.
